What a tragedy for everyone, especially those directly affected. My heart hurts.
I think California's environmental laws do allow for forest thinning. But such thinning is not economical. The timber companies only want to cut big trees they can turn into lumber. So various local agencies get stuck thinning out small trees and underbrush. And of course this costs money so local governments are always postponing it.
Also most thinning is done by controlled burning but this is sort of risky. Controlled burns can become uncontrolled. And then the local agencies get sued by property owners for damage.

Awful news Meghan, so sorry to hear it. I can’t wrap my head around the damage these fires are doing, some of the videos online are quite terrifying.
It will be a long road to recovery but you and the city will get there.
